As one of the nation’s largest single-source providers of lighting and electrical products, electrical services, electrical construction, and energy management solutions, FSG is expanding its team and seeking a Utility Program Administrator to support the growing demand for renewable energy and distributed generation projects.

 

The Utility Program Administrator is responsible for managing all utility-related coordination, interconnection applications, communication, and compliance for solar photovoltaic (PV) projects. This role ensures that utility requirements are understood,
communicated, and achieved throughout pre-construction and execution phases. Serving as the primary liaison to electric utilities across multiple jurisdictions, this position plays a critical role in achieving timely approvals, technical compliance, and project success.

Responsibilities

Utility Interconnection Management

  • Coordinate all utility service requests and interconnection applications for solar PV projects.
  • Full understanding of Utility programs and incentives.
  • Support Estimating with Utility related data
  • Maintain ongoing communication with utility representatives to clarify requirements, track statuses, and resolve outstanding issues.
  • Ensure utility deliverables—including applications, load data, site maps, one-line diagrams, and technical exhibits—are accurate and submitted on schedule.

Technical Documentation & Compliance

  • Review and interpret utility interconnection standards and communicate relevant updates to internal teams.
  • Verify submitted designs meet utility-specific requirements related to voltage, feeder capacity, protection schemes, rapid shutdown, and other technical criteria.
  • Manage the creation and review of utility-required diagrams, system specifications, and relay or control documentation.

Project Tracking & Coordination

  • Maintain a centralized tracker of all active and pending interconnection applications, including milestones and utility feedback.
  • Coordinate handoffs with Engineering, Project Management, and Construction teams to align utility timelines with project schedules.
  • Escalate delays, required studies, or redline revisions to leadership in a timely manner.

Stakeholder Communication

  • Serve as the primary liaison between FSG and utility providers for all solar-related scopes, including new service requests, net-metering approvals, upgrade requests, PTO approvals, and site inspections.
  • Coordinate site visits, witness testing, and close-out requirements with utility field representatives.

Recordkeeping & Reporting

  • Maintain organized records of utility correspondence, approvals, stamped drawings, and service agreements.
  • Generate routine status reports summarizing interconnection progress across active projects.
  • Document lessons learned and jurisdiction-specific nuances to support continuous improvement.

Qualifications

Required:

  • Strong understanding of utility interconnection processes, distributed generation policies, and state-specific regulatory environments.
  • Ability to read and interpret electrical drawings, one-lines, and site plans.
  • Familiarity with NEC, IEEE 1547, UL 1741, and applicable utility standards.
  • Excellent communication, documentation, and stakeholder coordination skills.
  • Proficiency in Excel, Google Workspace, Bluebeam, and utility or permitting portals.

Preferred:

  • 3–5 years of experience in utility coordination for solar or electrical construction projects.
  • Experience working with IOUs, co-ops, and municipal utilities across multiple states.
  • Professional certifications such as NABCEP or PMP.
  • Understanding of interconnection studies is a plus.
